A special war time authorization was obtained to purchase the ALCO RS1 units for use through the new tunnels into Whittier. When the fleet expanded and they were designated as yard switchers the short hood where the steam generator had been housed was lowered and the new windows installed for visibility and safety. If you open the doors you will find they added two stacks of railroad wheels for ballast there also.
